[Mondrian] Mondrian release schedule (3.1.5, 3.2, and 4.0)

The mondrian-3.2 branch is open for business. Mondrian developers, please
base your sandbox on '//open/mondrian-release/3.2/...' rather than
'//open/mondrian/...' unless you are working 4.0-only features (very
unlikely, unless you are me).
 
We'll get a Hudson instance running on the 3.2 branch soon, and a 3.2.0
release out in the next few weeks.
