[Mondrian] change to expand non native

Change list 13218 will have a change to expand non native. It will
ignore the parameter ExpandNonNative in cases where the crossjoin
argument is a set with only "Cheap" functions. For example, this set:
{[Gender].lastChild,[Gender].[F]}
will always get expanded non-natively. The cheap functions list has
firstChild, lastChild and Lag in it.
We think this behavior would be something everyone can benefit from.
However, if need be, we can parameterize this option.
