[Mondrian] Mondrian's public interfaces

I made a statement on the olap4j forum about what we consider to be public
interfaces (APIs and SPIs) of mondrian. This is important because it tells
you what interfaces you can build your applications on and know that they
are not going to change from one release to the next.
