As far as I know (back in v2.3), mondrian's i18n XMLA does not depends on this property, but on receiving the locale in the header of the request. On april'07 I sent the corresponding fixes to JPivot (Andreas Voss) and Mondrian's team (Julian Hyde), together with some XMLA security issues.
All these changes where sumbited in change 9138: (http://p4web.eigenbase.org/@md=d&c=6PU@//9138?ac=10)
Andreas confirmed as well that changes had been checked in.
I have no time right now to develop/fix the code, but if anyone wants a copy of the code/classes modified, I could provide on request, so to help on the fixing.
Pedro

I'm not aware of a test for i18n and XMLA, so I guess it doesn't work. Please log a bug for this.
Julian

Subject: [Mondrian] i18n support in Mondrian XMLA
Hi,
I tried i18n support provided in Mondrian. It works fine with a web application client using Mondrian API. But it does not work when an XMLA client accesses Mondrian.
The soap request was sent using the Property <LocaleIdentifier> with value 1046 for pt-BR, but the soap response returned with the variable names showing for captions .
Please confirm if i18n is supported in Mondrian XMLA.
Thanks & Regards,
Somita Arora
