[Mondrian] State of the build

Julian,

Issue is because of  the Triggers which handles dynamic turn on and off of 
UseAggregates. In JDK1.4 for some reason even after turning off the use 
aggregates it ends up getting an aggregation table. This doesn't happen if 
 it is turned on or off during system load, so I have configured to ignore 
this test in jdk1.4.
